Chidambaram may meet Malik on sidelines of Saarc conference

NEW DELHI: Home minister P Chidambaram may meet his Pakistani counterpart Rehman Malik on the sidelines of the Saarc home/interior ministers meeting in Thimphu on July 23 and pitch for speedy trial of the 26/11 Mumbai terror attacks case.

Although a bilateral meeting is not on the agenda at this juncture, officials familiar with the schedule hinted about the possibility of a meeting on the sidelines, saying it could happen either on July 22 when Chidambaram reaches Thimphu or on July 23, the day of the Saarc home/interior ministers’ meeting.

“The home minister may ask his Pakistani counterpart to quickly work on the promises made during the home secretary-level talks between the two countries in New Delhi in March when Islamabad agreed to send its judicial commission within six weeks as part of its effort to speed up the 26/11 trial in Pakistan,” said an official.

India had agreed to host Pakistan’s judicial commission to take statements of additional chief metropolitan magistrate R V Sawant Waghule, investigating officer Ramesh Mahale and the doctors who carried out the post-mortem of the terrorists who attacked Mumbai in November, 2008.

Islamabad has been maintaining that it is necessary to send the commission to India as part of the judicial process. The Pakistani panel wants to interview Indian officials in connection with the trial of seven Pakistani accused, including Lashkar commanders Zaki-ur-Rehman Lakhvi, Zarar Shah and Abu al-Qama, currently in jail in that country.

Challenges posed by terrorism, arms smuggling, fake currency, drug and human trafficking are some of the issues on the agenda of the Saarc meet, which will begin with the meeting of immigration authorities of eight countries including India, Pakistan, Bangladesh, Nepal, Sri Lanka, Maldives, Bhutan and Afghanistan on Thursday.

On Friday, home/interior secretaries of these countries will meet and review “progress in implementation of the Saarc Regional Convention on Suppression of Terrorism and the Convention on Narcotic Drugs and Psychotropic Substances”. Home secretary R K Singh on Wednesday left for the Bhutanese capital to attend the meeting – which will be the fourth of its kind. The last such meeting was held in Islamabad in June 2010.

Sources said the issues concerning setting up of Saarc Police (Saarcpol) on the line of Interpol would also be discussed. Though the issue was taken up in the last meeting in Islamabad as well, it remained at the ‘conceptual’ stage with countries stressing on resolving other issues through a proper mechanism before moving on to this area.
